After more than two years of work the first public draft of ISO 9001:2015 is to appear. Within the next few weeks the responsible committee ISO 9001/SC2 will have to take the decision as whether the work is sufficient mature to be presented to the public.

The development time-line had been set in a tight way, so still experts are working on the last text formulation of clauses. The draft international standard is expected to be available probably in May, if voting is positive.

While the scope and the title of the standard will not be changed, there will be a broad series of fundamental changes. What are the main changes to be expected?:

A full assessment of the changes can only be done once the draft international standard is available. After this, it will be possible for the public to comment this draft for a period of five months. It is expected that the final draft international standard will be available in early February 2015 and that the original time line, which had a planned release of the standard in September 2015 can be kept.

20th qualityaustria Forum: Intelligent Organizations on the Way to the Cumulative Flow State

700 General Managers and Quality Experts from Austria and abroad followed Quality Austria’s invitation to the traditional qualityaustria Forum in Salzburg. Once again the focus was on quality as an economic success criterion. In his keynote, Markus Hengstschläger showed how the lessons he had learned about the “trap called average” could be applied to organizations. The conclusion: The USP and hard work help organizations to reach a cumulative flow state that will make them fit for the future.

There is one thing that intelligent organizations have in common: maximum customer and people focus. Right at the beginning, Konrad Scheiber, CEO of Quality Austria Training, Certification and Evaluation Ltd., explained why those two factors were inseparably linked with each other. “In a highly complex world, which is changing constantly, it is central to remain flexible while maintaining one’s high standards. In this respect, there is no way bypassing the employees.” A corporate culture that is fit for the future will promote personal performance, creativity and enthusiasm. Satisfied employees will actively bring themselves in, enhance the quality of the products and services offered and guarantee reliability and efficiency. These factors, for their part, will have sustainable effects on customer satisfaction. The “Gallup Commitment Index for Germany” shows that the share of employees with emotional ties to their own places of work has risen from 15% in 2001 to 24% in 2012. “The factor people satisfaction can highly impair the innovative power of organizations,” says Konrad Scheiber.

Univ. Prof. Mag. Dr. Markus Hengstschläger from the Institute for Medical Genetics at Vienna Medical University got to the heart of the issue in his keynote speech: “Success will always be the product of genetics and the environment, of personal strong points and hard work. Reproduction of what is known won’t be sufficient because it neglects talents - anything that is creative and new will fall by the wayside.” This means for organizations that unique selling points are important - but only in connection with hard work and consistent further development. Perfecting - this is the key to success. The goal: reaching a cumulative flow state, where everything is flowing.

It was also at the subsequent expert talk that change as a challenge for trade and industry was discussed. Dr. Helene Karmasin, General Manager of Karmasin Motivforschung (Motive Research), explained that permanent change needed to be perceived as an opportunity for further differentiation. “Intelligent organizations know what customers really want or wish in future. Identifying cultural deep currents soon enough will offer chances to additional differentiation. For this, we need talents. In order to get this new development to the ground, clear processes will be needed,” said Dr. Helene Karmasin. For 135 years, Sattler AG has given an example of how differentiation will work even in the long run. “Our success is based on an uncompromising confession and commitment to guaranteeing top performance of our products and services. For us, quality is a central feature of differentiation: We are continually working at the further development of our competencies,” said Mag. Herbert Pfeilstecher, CEO of Sattler AG. The fact that the health sector also needs to cope with change was confirmed by Mag. pharm. Dr. Klaus Schirmer, Head of the “team santé obere apotheke” (“team santé”: Health Team; “Apotheke” - pharmacy): “Change was not easy for us. Today I know how important stable processes are - even for such a small service provider as a pharmacy. The management review is a strong tool just as much as the “Plan-Do-Check-Act” Cycle. This cycle forces people to ensure further development and makes success measurable.”

In his keynote speech, Clemens Euler-Rolle, Head of Operational Excellence, Europe & International Mondi, gave insights into the “Mondi Path”, which builds upon esteem and defines customer focus as being the top goal. An integrated value added chain has, in combination with business excellence in the fields of leadership, processes and systems, yielded excellent results relating to sustainable action: “Since 2004, we have achieved in reducing the CO2 emissions by 25% and putting products enabling material savings of up to 20% on the market. As for the rate of occupational health and safety, we could increase it by 14% as compared to 2011. Our focus is on performance and customer focus. What we should not forget, in this context: This success won’t be made possible by anyone else but our employees,” said Clemens Euler-Rolle.

The Management Standard ISO 9001 has existed for more than 25 years. More than 1.1 million organizations are certified acc. to this Standard all over the world. The Environmental Standard ISO 14001 is used by little less than 300,000 organizations world-wide, the tendency rising. In parallel, various Industry Standards have seen a further development. There are more than one hundred derivatives of Management Standards, which are to help organizations to meet the specific requirements. “In an economy that is globalized and characterized by jobsharing, these Standards do not only guarantee compliance with minimum requirements, simplifications in the supply chain management and a higher legal certainty but also increase in effectiveness and efficiency,” said Konrad Scheiber.

For many years, there has been a trend towards integrated management systems. The ongoing revision of some Standards is fully marked by harmonization and integration of all requirements in one management system. The revision creates new perspectives for the business environment: more leadership, the assessment of risks and opportunities and the fact that process focus is being deepened even more. “Experts of Quality Austria are actively involved in the revision process.” This is what was confirmed by Dr. Anni Koubek, Authorized Representative at Quality Austria, who is responsible for the fields of innovation and coordination.

Increasing energy efficiency by means of an energy balance

The Environmental Management Standard ISO 14001 is aimed at helping to avoid adverse environmental impacts and pollution and increase the legal certainty of organizations. The International Energy Management Standard ISO 50001 helps to achieve the European and Austrian objectives of significantly increasing energy efficiency and reducing greenhouse gas emissions and energy costs. These Standards are a reaction to the scarcity of raw materials and the climate change and focus on increasing the productiveness of resources. The two Standards create value in terms of legal certainty, cost reduction and a better environment. “The first challenging step consists in establishing an energy balance for the organization,” explained Ing. Wolfgang Hackenauer, MSc, Product Management Environment, Quality Austria.

OHSAS 18001 becomes ISO 45001

Eckehard Bauer, MSc, Business Development, Product Management Quality, Safety and Risk Management, Authorized Representative of Quality Austria, held a lecture to show the relevance of the topic of occupational health and safety. Due to harmonization of the System Standards, it now also is the British Standard OHSAS 18001 that is to be converted to an International Standard, ISO 45001. Sensitization for the topic is more than urgent: All over the world, 270 million work accidents occur. In the European Union, the costs due to work accidents are estimated to amount to 145 billion. In Austria, more than 112,000 work accidents were counted in 2012. In Austria, the costs due to work accidents and work related illnesses amount to more than Euro 4 billion. Eckehard Bauer presented the return on prevention and presented the following calculation to the audience: “One Euro of prevention costs will lead to at least Euro 2.20 to 2.50 of value created by prevention – provided the management of occupational health and safety is just as well-aimed and systematic as that of quality.”

The "Green Economy" is radically changing the markets and hence companies, their processes and products. This is the conclusion of the current study "The Future of the Environment - Towards a Green Economy". It was created from the Zukunftsinstitut GmbH (Germany), a consulting company in the field of strategy and innovation development . The "green economy" and its impact on business are the focus of the study.

Designing and managing processes successfully remains a challenge

The topic of process management seems to be obsolete. Since 2000, i.e. since the revision of ISO 9001 made at that time, all organizations certified have definitely elaborated their process models. However, audit experience shows that the requirement for a process approach and the design of process management still remains a challenge almost 15 years after the big revision of ISO 9001.

4 challenges in process management today and tomorrow

In the course of a survey made among 100 qualityaustria Auditors that took part in a calibration relating to integrated management systems in 2013, it was stated that many organizations thought that measuring processes and establishing indicators were central challenges. According to the auditors, the challenge to establish priorities and identify interrelations and interactions between processes ranks second. Third, ambient conditions that are changing as well as the continual improvement process (Plan-Do-Check-Act) necessitate further development in all business levels.

In the Position Paper Integrated Management Systems, Quality Austria uses its process management to identify an approach for the basic structure and the design of integrated management systems. An important element is the process model. Processes serve as a basis for reviewing effectiveness, efficiency and performance. Once processes have been elaborated and visualized, they offer an ideal approach for integrating requirements in the fields of the environment, occupational health and safety and special model requirements.

At the moment, ISO 9001 is in the 4th revision process. In 2015, ISO 9001 will be newly published. In the current draft (ISO/CD 9001:2013), it is, among other things, the process approach that is considered even more by, for example, establishing input and output and the risk, defining responsibilities and authorities or outsourcing processes. In future, the fourth task will consist in also breaking these processes down within organizations.

According to the current draft of ISO/CD 9001:2013, knowledge is to be maintained, protected and made available. As the field of activities is so comprehensive, the Process Manager is a key person, in this respect, and can contribute to long-term business success by bringing in his or her technical and methodological competence.

By way of conclusion, it should be noted that the examination modalities have been made more practice oriented. The written examination will be abridged. In analogy to the examination of Quality Managers, a practical part in the form of a group work will be added. From 2014, homework or project work is intended for the examination.

Innovations for ISO/TS 16949 Certifications

ISO/TS 16949认证的创新

On October 1, 2013, the certification requirements of automotive industry relating to the Technical Specification ISO/TS 16949 were changed. On this occasion, the 2nd Global Conference of all OEM’s and Certification Bodies took place in Detroit from November 20 to 22, 2013, in order to discuss implementation of the new Rules. Quality Austria was represented by Gerald Perschler, Sector Manager and Executive Vice President Automotive, Aerospace and Defence Industry.

In this context, IATF has decided the following: As of April 1, 2014, (transition period up to April 1, 2015), the remote manufacturing sites will have to be audited like autonomous sites. In the letter mentioned above, we informed our direct certification customers of the recommendable procedures.

Due to the stipulations of the European Construction Products Regulation, all supporting structures of steel and aluminium across the European Economic Area have to have CE marks (e.g. from a simple railing to the railway bridge) from 1 July 2014 on. These markings are based on four design classes that are defined project-specifically by different security aspects and manufacturing requirements, and shall be installed by the distributor/manufacturing plants.

介于欧洲工程产品规章的规定，从2014年7月1日开始，欧洲经济区域内的所有钢铁和铝支持结构必须要有CE标志（如如从一个简单的扶手到火车大桥）。这些标志基于四个设计分级，由不同的安全方面和制造要求限定了工程，且它们必须由分销商/制造工厂来做。

These have to qualify in the form of a certification in accordance with the standard EN 1090-1.

Quality Austria is accredited / notified for these kind of certifications and carries out regular audits and inspections of metalworking companies according EN 1090.

Registration for the qualityaustria summer academy with compact courses/examinations in English language for Quality Management Representative, Quality Systems Manager, Auditor/Lead Auditor is open till beginning of May.

International Laboratory Quality Managers and Assessors Course 2014

We have started to offer two-weeks International Training for Laboratory Quality Managers and Assessor LQMAT in 2005. Till now we have trained over 600 people all over the world: from Austria, Azerbaijan, Bangladesh, Belgium, Bhutan, Cuba, Germany, Greece, Iran, Italy, Kenya, Libya, Monaco, Romania, Saudi-Arabia, South Africa, Tunis, Turkey, United Arab Emirates, Zambia.  At the end of the training the participants entitled to apply for EOQ certificate of Laboratory Quality Managers and Laboratory Assessors, which is valid in 34 countries.  This training course is usually held twice a year in English in Vienna and once a year in Iran in local language under the licensing agreement. The program is updated regularly in order to reflect recent changes in standards and regulations. The latest update included requirements of the ISO 15189:2012 standard. Well-known international organization, such as IAEA, UNIDO, GIZ, UNDCP continuously contribute to this training. The training is becoming more and more important for international trade due to increasing export and WTO TBT agreements.
