there have recently been some changes in the requirements relating to the conduct of Certification Audits. Now Quality Austria would like to inform you about the changes of ISO/TS 16949:2002.

New certification requirements for ISO/TS 16949:2002

ISO/TS16949：2002 新认证要求

By October 1, 2008, the revision of the rules for conducting Certification Audits acc. to ISO/TS 16949:2002 were completed. (Since late October 2008, it has also been available). In 2008, Quality Austria was actively involved in these changes by holding several meetings with VDA-QMC.

Since January 1, 2009, all the Certification Bodies accredited by IATF have absolutely been required to comply with the new certification requirements of automotive industry relating to the technical specification ISO/TS 16949:2002 Rules for Achieving IATF Recognition 3rd Edition for ISO/TS 16949:2002. In detail, there was a partial adaptation to the new accreditation requirements acc. to EN / ISO / IEC 17021 Edition 2007, and all the prior "Advisory" SI's as well as FAQ's (Frequently Asked Questions) were integrated. Furthermore, there are exact definitions for use.

These requirements primarily influence the internal processes of Quality Austria and require adequate changes in the procedure, new forms, etc. What, however, are the effects for you as a customer? Enclosed, please find an overview of the priorities.

Audit cycle versus certificate cycle审核周期VSamjs澳金沙门周期 

Up to now the “audit cycle” had been “frozen” on the last day of initial certification. The validity of the Certificate was coupled with this. The relevant date will be newly defined on each Recertification Audit and will always be the last day of this audit – no matter if the status is “open” or not. Issuing of the Certificates has been adapted to the ISO 17021 Rule, and the “certificate cycle” will start upon conclusion of the review made by the persons having the right of veto / release and approval given by the persons with decisional power. From this day, the Certificate will have a validity of additional three years minus one day. This means the “audit cycle” and “certificate cycle” are different.

Effects of the audit cycle for Surveillance and Recertification Audits

审核周期对监审及重审的影响 

Up to now two Surveillance Audits have been prescribed in one cycle. In one cycle, there has often been one Surveillance Audit a year.

In future there will be several options:

• 5 Surveillance Audits五次监督审核
  This means a cycle of 6 months, i.e. altogether 5 Surveillance Audits with a tolerance of - 1 month / + 1 month at the relevant date for the audit. 这意味着周期为6个月，例如：共5次监督审核，在相关审核日期可以以- 1个月/ + 1个月的公差。
• 3 Surveillance Audits三次监督审核
  This means a cycle of 9 months, i.e. altogether 3 Surveillance Audits with a tolerance of - 2 months / + 1 month at the relevant date for the audit. 这意味着周期为9个月，例如：共3次监督审核，在相关审核日期可以以- 2个月/ + 1个月的公差。
• 2 Surveillance Audits两次监督审核
  This means a cycle of 12 months, i.e. altogether 2 Surveillance Audits with a tolerance of - 3 months / + 1 month at the relevant date for the audit (Note: as before).这意味着周期为12各月，例如：共2次监督审核，在相关审核日期可以以- 3个月/ + 1个月的公差（注：同过去一样）。

 Recertification Audits换证审核

 In this context, it should be noted a Recertification Audit will have to be conducted before the relevant date of the audit cycle is exceeded. Furthermore, the whole audit process will have to be closed in case of “status open” or a similar case before the Certificate (certificate cycle) loses its validity. In other words, the new Certificate will have to be issued before the old one loses its validity.
